Once they fixed the number of shares they won't change it. We'll get the same ratio no matter what's the ipo price will be. But of course the $ value of each Palm share will be increased. And normally falling under ipo price will not happen for solid stocks like Palm.

If IPO price is $14-$16, we will get ratio 1:1.5 ( COMS:PALM ), what is the ratio going to change if the IPO price raised to $20 or $24 ?

dav, please read my earlier post to you. It should not matter how much the IPO is priced at if COMS has already determined the number of shares to be issued, as well as the number of shares to be retained and thus distributed. The ratio should not change. All it will mean is more money for COMS' books.
