Gary, WAP is not an API; it's a whole lot more than that. To start with, the "P" is protocol. Its protocol architecture is layered on top of the bearer media (ie. GSM, CDMA): Transport, Security, Transaction, Session, and Application on the top. It's true that the Application layer has API for telephony apps, along with scripting language similar to Javascript and it's own WirelessMarkUp language which is somewhat derived from XML. As you can see, it's a whole nine yards of technology.
