Koolaide--I don't know where or how Bill trades.
But it is entirely possible he is getting shares. Bill plays large positions. That can mean a brokerage will take extra measures to find shares. Some brokerages such as Yamner are more efficient at locating shares and some people trade offshore. Offshore accounts are not subject to US regulations and don't fuss with such things as borrowing shares, they simply sell what you ask them to sell. Frankly I would be very surprised if a well heeled short seller such as Bill has not cultivated a source where he can make the moves he wishes in the market with minimal fuss.
All the Best
