The D-block auction is for the spectrum used by TV stations that will be released upon reassignment for HDTV. The press release said that the spectrum is currently being used. The company has chosen a spectrum that the FCC cannot very well argue against, because Qcom will have to have waited at least 12 years (7 already) in order to be able to use it. As such, it seems that Qcom asked for a bigger area than the original Miami one because there is no other way to compensate for the loss of time. And, it won't be able to use it for years.
