try this...

click on edit, preferences, offline

then make sure 'remember previous state' is selected and not 'ask me'.

click OK

that might do it. welcome to communicator4.7

Open msconfig using your run program on start menu,look in startup and see if you have an item named profile manager checked.I use IE 5.01, its not in mine but its worth a look.
