Samir, I think you have it down perfectly. The key to Japan's problems is interest rates that are too low. Savers have to save more, rather than spend, to guarantee their retirements. Investors have to go offshore for riskier (due to currency risks) fixed income investments. So, nobody in Japan is spending except for the govt., which is borrowing to do so.
