IMO Yes, Institutions were caught off guard for 2 reasons; 1. It's an OTC and they don't closely follow OTC's. 2. The "secret" nature of the deal with HP means the information wasn't widely known before the PR. :) IC (agree with 200mph and Bidder on the $5 thing)

also on EISQ; It was and still is absolutely necessary to keep it as secret as possible because of industrial espionage. The vast majority of the world's intelligence agencies make no distinction between military and industrial warfare, it's all war. This is especially true in the far east and middle east. :) IC (long from the .70's and been adding on dips)
