There are 2 completely different sides of this coin.

1. The regulator had set limits on how much of any single stock, a fund could hold.

2. In the fund's own prospectus, there often are limits on how much of a single stock that fund can hold irrespective of what the regulatory requirement is.

The fund manager must manage within both restrictions if any.

I think that what the OSC decision means is that
<<index mutual fund>> will be able to go to 25%, but non index mutual funds will have to follow the 10% rules, to answer your question i don't think it has even been less than 10%, but could have. JMO
