Well, apparently the dems want to be the baby killing business, hence the funding.

Or as Clinton would say, it's an "investment".

I think we can generalize this attitude to all kinds of Government activities. Used to be tax dollars were spent only for items that benefited everyone in the country ( eg. defense ). Then for a time we felt obliged to jump through mental hoops to justify spending that helped individuals was really good for everyone ( eg. education spending ).

Now we've just given up all pretense that spending needs to benefit the country broadly and if one person is helped, that is good spending (eg. 90% of government spending ).
