You can DTC the shares in the account. Account transfer takes 4-8 weeks during which the shares are not accessable at either brokerage. DTC takes a few days and shares are available for trading within a week at the most.

I did that today, moved most of my CMGI shares from full service broker to the discount broker. Full service brokers are great if you need margin....but I hate margin on the nets....
