Actually, you are quite right about the larger context of "investments". But he was claiming credit for all of these medical miracles, along with his other laundry lists of phony achievements.

In that speech, he claimed credit for any progress made today or in the future on spinal cord injuries. Can you deny that?

Incidentally, I am not a Clinton fan. But like everyone else, he deserves to be quoted correctly.
