Are we now expressing shock and horror over a President blowing his own horn in a State of the Nation speech? Isn't that what Presidents do?

I don't think there's ever been such an address in which the speaker did not at least indirectly claim credit for all positive things that happened during the year and evade blame for all negative ones. You might as well express outrage at the changing of the seasons.
