I would restate your deduction as follows: NOR flash is preferentially going into cell phones because code execution performance is important (data storage is important too, but not the driving factor at the moment). I'm not as familiar with NOR usage in a networking environment. Since Intel is one of the major NOR flash suppliers, I would guess that Intel flash is going into a lot of cell phones.

I believe Intel sold their flash card business to Centennial, which including flash based PCMCIA and Miniature Cards etc.
