If I recall correctly it was the ABA who ranked them. Harvard, Yale, and Berkeley were in the top 5- I don't remember what the other schools were. Stanford was relatively well ranked as was Georgetown- but neither was in the top 5 at the time if I recall. These rankings are fluid- as things change over time, but the faculty at Berkeley is still top notch and I would be surprised if Berkeley wasn't still at least top 10- it may still even be top 5- I really haven't paid much attention.

If you would like to argue Berkeley is not a top rate institution feel free, but you'll have an uphill fight (imo). Rankings are always a matter of opinion- like ranking Presidents for example. But people still do it and occasionally the rankings are even valid.
