Hong Kong Govt to Issue 13 New External Fixed Phone Licenses

Hong Kong, Feb. 1 (Bloomberg) -- Hong Kong awarded 13 new
licenses that to allow companies bring new land and sea telephone
cables to the city, completing the city's deregulation of its
telecommunications market.

AT&T Asia Pacific Group Ltd., MCI Worldcom Asia Pacific Ltd.,
NTT Com Asia Ltd. and CLP Holdings Ltd., were among the licensees
that now have the right to compete directly against Cable &
Wireless HKT Ltd., Hong Kong's former monopoly phone company.
``Hong Kong has made a major step to fully liberalize our
external facilities-based market,' the government said. ``We are
highly encouraged by the positive response to our invitation for
applications.'

Hong Kong is one of the most deregulated markets in Asia for
telecommunications. Singapore recently announced the early
liberalization of its rules.

The 13 licensees, who will formally gain their licenses after
they finish their planning and preparation work, promised to spend
HK$9 billion ($1.16 billion) on their facilities during the next
three years.

The other licensees included Asia Global Crossing Hong Kong
Ltd, BT (H.K.) Ltd., CTI International Ltd., Far East Gateway
Ltd., Flag Telecom Asia Ltd., Global One Communications Ltd.,
Level (3) Communications Ltd., PSINet Hong Kong Ltd., and Unicom
International (HK) Ltd.

A total of 11 submarine cables and four land cables will be
brought to Hong Kong. One licensee, Far East Gateway, will bring
in one land cable and one submarine cable.
