UK-based Pace Micro Technology plc is entering the US DTV modulation debate, requesting a meeting with the Federal Communications Commission to discuss the viability of the COFDM standard.

Pace, the largest manufacturer of digital set-tops in Europe, threw its support behind the European-based COFDM standard in a letter to FCC Chairman William Kennard. In the letter, Pace Marketing Manager David Novak said that the growing commercial acceptance of DTV in the UK was due to ease of reception and low-cost set top boxes, citing the early success of the ONdigital terrestrial DTV service, which has signed up 520,000 subscribers in a little over a year.

Pace?which currently has no commercial television presence in the US market?has signed an agreement to supply digital cable set top boxes to Time Warner Cable over the next three years, but Novak said the company is reluctant to introduce further products in the US because of its concern over the adoption of the 8-VSB modulation standard in the US. Novak cited the low cost of DTV set tops in the UK and said COFDM would stimulate the acceptance of DTV in the US.

?If a US COFDM standard were announced today, our belief is we could have DTV receivers/STBs on the retail shelves by the Christmas shopping season this year,? Novak wrote. ?It is also felt that the retail price of such an STB could be as low as $300?$400. This is 50% less than the lowest US DTV receiver price currently available.?

A spokesperson for Sinclair Broadcasting Group (Baltimore), which is leading the effort to add COFDM to the US DTV standard, called the letter a ?significant development? in the debate.

The letter ?has opened a fissure in the consumer electronics manufacturers? wall of silence,? says Mark Hyman. ?Now that a global leader in DTV receiver development and sales has weighed in on behalf of COFDM, other manufacturers may soon follow.?

Mark Richer, on the other hand, is skeptical that Pace could produce a lower cost box. Citing lack of specifics over audio standards or HD compatibility, the executive director for the Advanced Television Systems Committee (ATSC), which promotes the US-based DTV standard, says he ?finds it hard to believe that anyone could build an equivalent lower-cost box based on the COFDM standard.

?Most of the major consumer electronics manufacturers make products for both VSB and COFDM,? Richer says. ?I don?t think any of those companies would say that it is cheaper to build a COFDM box.?

"I don't think their views on the US DTV standard are especially relevant since, to the best of my knowledge, they have never sold a single unit in the US," adds Michael Petricone, VP, Technology Policy for the Consumer Electronics Association. "Far more relevent is the support for VSB shown by Motorola, a huge presence in the American set-top box market."
