LindyBill, thank you for reading my lengthy post and for the feedback.

I get the impression that the install what they make, they do not sell it to others to install.

I could have been more clear then, because HLIT is actually not in the business of installing fiber-optic networks or the components they design and manufacture. They do sell what they make to MSOs and others who then either install it themselves or hire contractors to install. HLIT engineers might be involved in inspecting the installation, especially if it involves a new product, but other than that they aren't directly involved. Companies like International Fibercom (IFCI) do this kind of work.

The company can grow only as fast as they can hire and train a field engineering group.

Since they don't install the systems, they don't have a field engineering group. One of their biggest constraints has been finding and retaining qualified photonic engineers necessary to expand their R&D efforts. So, if you know anyone who's about to select a career path, you may want to suggest they bone up on their electrical engineering!
