I'll butt in. They won't do it tomorrow because the street doesn't expect it. And they will not do unexpected things. later, maybe .... it's way too late anyway.

The Fed Head and his merry band are setting up the market for a move on margin requirements in the future. I find it hard to believe, and Easy Al hasn't explained why hiking margin rates won't work. He knows that it will have an impact, but is afraid to unleash a surprise on the market, which is why I was incredulous that many supposed Fed experts had been talking about a possible 50bp move over the recent past. 25bp both on the discount rate and funds target is on tap, and I don't think any ensuing rally is likely to be sustained.
