To me it seems obvious that the Fukuwara electric selling up to 7 million shares did hold back the stock.
Although some mutual funds would try to take advantage of this selling, there could be lots of others that decide not to pay more than a certain price, feeling that Furukawa selling will bring it down lower again.

I don't there was any other reason for this underperformance in the stock. Of course this stock sale is only temporary factor to JDSU's stock price appreciation.

The end result of a slow sale could be similiar to what manipulation by MM would be like. However, in this case, it appears to be simply a sale. MM would have a hard time to manipulate larger stocks---they would have better luck with small caps. Trying games on a stock like JDSU could be costly for them and therefore, they are unlikely to attempt it.

I hope we get a few days of heavy volume so we can get this out of the way.

In addition, this insider selling increases the float. By the way, that is another factor in S and P additions.
