Since Ioff is now much higher throughout the channel length distribution, these deep sleep modes are no longer possible. Lower Vtsat with accompanying higher Ioff tests the noise margins of the design but this is one of the few remaining ways to easily increase performance.>

I saw someone else put forth a similar theory. Don't know how far this is true but makes intuitive sense to me.

More indication that Intel may be using a guard band as large as 12% . At overclockers.com, a Coppermine 733 running
at 891MHz at 1.65V with stock fan and heatsink. 891/800 =
1.114. This was not shipped as 800MHz. 12% seems high but it
is not out of the question for a new process at the very highest end.
