What caused the debt was a Congress unwilling to restrain their love of spending.

In aggregate during the Reagan years, Congress voted to spend a little less than Reagan requested in his budget packages. Both the Reagan tax cuts and the deficit spending were passed by the Congress and signed by the President. Both deserve to share the credit and the blame.
