You also have the big increase in margin debt since October when they decreased the margin requirements to 25%. Probably done in anticipation of the added Y2K liquidity.

Most stocks are far from bubble levels. Some are in long term bear markets with p/e's near their ten year lows (e.g. utilities). The bubble is highly concentrated in tech and internet stocks.
