TE.SA.M. LAUNCHES GLOBALSTAR SATELLITE TELEPHONE SERVICE IN
BELGIUM, FRANCE, PORTUGAL AND SPAIN

Additional 9 European/North African countries to be served by French
gateway in coming weeks

New York, February 2, 2000 - Globalstar, the global mobile satellite
telephone system, is today initiating full commercial service in
Belgium, France, Portugal and Spain through its partner service provider
TE.SA.M. (T‚l‚communications par Satellites Mobiles), a joint venture
between France Telecom and Alcatel. This brings the total number of
locations where Globalstar service is available to 15 countries across
Europe, Asia, North America and South America. TE.SA.M. has indicated
that it plans to introduce service in a further nine countries covered
by its European gateway in the weeks ahead.

Globalstar phones have already been extensively used in France for many
applications including Y2K contingency communications and emergency
communications after damaging wind storms last December. The phones have
also been used on a test basis by service staff of Electricit‚ de France
(EDF), a major French utility, in remote mountainous areas where
cellular service was unavailable.

"In all our test experience to date in France, the Globalstar system has
performed brilliantly," said Enrique Fernandez, president of TE.SA.M.
"This reliable, high-quality service will be of tremendous value to
businesses and individual travelers who need to stay in touch."

TE.SA.M. is introducing two types of Globalstar service:

- Dual-mode Service, allowing customers to use normal cellular service
from an approved GSM operator as well as Globalstar satellite service
whenever the user travels outside of cellular range. Both services are
accessible from a single phone, with a single number and a single
monthly invoice.

- Single-mode Service, providing Globalstar-only service for customers
who do not require cellular service or who prefer using cellular from a
separate phone. Single-mode service will be available through
distributors specializing in satellite services.

TE.SA.M. is making Globalstar service available through a network of
established local GSM service providers and dealers who have special
expertise and familiarity with the specific markets they serve. They
include Mobistar (Belgium); France Telecom Mobiles, TD COM, Geolink,
FTMS, and FTRSI (France); Telefonica Mobiles (Spain); and Telecel and
Optimus (Portugal.) Other countries where TE.SA.M will soon introduce
Globalstar services include Andorra, the Czech Republic, Gibraltar, the
Netherlands, Luxembourg, Monaco, Morocco, Poland and Tunisia. TE.SA.M.
will also be introducing service in many parts of South America, the
Middle East and Asia through a series of other gateways across these
regions.

The Globalstar System
The Globalstar system is designed to provide affordable satellite-based
digital voice services to a broad range of users. This includes
cellular users who live in or regularly travel to areas outside the
range of cellular service, as well as businesses and industries such as
maritime and natural resources businesses which have operations in
remote locations unserved or underserved by existing telecommunications
systems.

Globalstar will also offer many of the functions and services familiar
to cellular users, including call forwarding, voicemail, short messaging
service (SMS), and, beginning later this year, data and fax
capabilities.

Globalstar's handsets operate much like conventional mobile phones and
can function in cellular or satellite mode. With a dual-mode
subscription, the phones automatically search for a terrestrial cellular
connection where available but operate in satellite mode when the user
is out of cellular range, effectively expanding the reach of the
cellular network. Mobile phones for sale in Europe are manufactured by
Telit and Ericsson.
