HDR is not considered an evolution to 3G because it is data only. 3G systems are data and voice capable. Think of HDR as 3G data.

Besides what you say in your post, they are also off on Japanese market-share data. Slide 20. In 1999, they report CDMA subscribers to be 0 in Japan. I believe IDO/DDI reported something like 3M. In 2000, they predict CDMA subscribers to grow to approximately 2M. The forecast, I have read indicates something north of 10M. So at least for the Japanese market, they seem way off.
