When I was a college student, I would speculate on the power relations among the faculty and administration. There was always some basis for the speculation, and sometimes I would even be correct. I discovered, however, after I graduated and my wife became a high level administrator at our alma mater, that everything was messier, more contingent, and different than I had imagined, and that many of the things that seemed clear were merely matters of a particular clique "fronting" in order to seem more influential than it was. That has been my experience in every other organization or group with which I have dealt. I do not believe the Federal Government is so different. I am sure that it is not all planned, sure in my gut......
