JD, how often does a small town, such as New Haven, get such a high-profile murder? Not very. The whole world (London and German papers carried stories, for example) was tuned in from day one. How convenient to find someone so quickly. How un-convenient they guessed wrong. As they know their only named suspect doesn't have an alibi for one crucial half-hour of his life, they figure there's little downside in just keeping him dangling out there until they get lucky and someone confesses. Simple and cruel as that, IMO.
