I agree it's a knee jerk reaction. I believe so, because a shrink to .18um buys you even more capacity and .13um even more. So why pour you money into a vacant fab? Wouldn't it be cheaper to pour you money into converting fabs to .18um and .13um?

Also INTC is working on using 300mm wafers to increase capacity.

If this fab is just for Flash memory it may be a good thing.

It appears that INTC didn't forecast future growth all that well or is having some sorts of "issues"
