That is not the case. Numbers are scrutinized by regulatory agencies. The research firms have to account for this based on potential variances, country to country. Bottom line is when they report net adds, it is net adds.

Where it does get confusing (here and in elsewhere, all technologies) is for prepaid subscribers. Omnipoint is an example. They have a large prepaid base. At one time (12 to 18 months ago, they had to adjust how they accounted for prepaid. Somewhere I have some clippings on that, but don't know where. It would be in their 10Q's back aways.
