That's correct, the key word is "direct". The FED has an "indirect" influence on rates.

That doesn't dispute the flawed thinking behind the statement. "The Fed has no real influence on the rate". "Indirect" influences can be very powerful. All one has to do is visualize what effect (God Forbid) Greenspans sudden death would have. And especially if Clinton then hired Robert Riech to replace him.
