John, another reason Western States may not squeal too hard about high oil prices... Somebody has to pay for all those high tech weapons systems development plans. If the Gulf States can pick up a nice chunk of the tab, then so much the better. I hear the ATF program is in real trouble, it wouldn't surprise me a bit to see the Saudis order a bakers dozen and Richardson mysteriously fade into the background, while Senator Schumer gets left holding the bag.

"One closely watched deal is a Kuwaiti requirement for a command, control, communications, computers and intelligence (C4I) system worth some $1.2 billion under three phases.

The programme, sought mainly by major British and American defence firms which have formed consortia, was revived early in 1999. Tender documents for the first phase were later put out but were quickly withdrawn and a postponement was announced. "We believe very strongly that C4I is the best system that could be purchased by Kuwait and obviously we have pressed hard the benefits of them doing so," said the minister, adding that it was the "best solution to Kuwait's needs."
