Not exactly sure but I had think that the PP when offered is supposed to be no lower than the 10 trading average of the stock in order to get the approval of the exchange. After that the higher the stock price the easier it is for the company to get the placement filled.

If you have stockwatch and want to look at a company who did a PP recently with a stock price that was flying in comparisson to it have a look at IPZ. Not sure when they announced the PP that was accepted by the exchange on Dec 21, but the PP was approved at a price of .50 and the stock was trading well above that.

If anyone can correct this or add to it I'd be interested in your reply
