It can be done with computer search of newspaper files. It takes time and money. It could be done with police files which are more complete but it is not easy for lay people to do. It is more likely that a private detective agency would do tracing on a more efficient basis than a gov't agency. They have a better track record. Again that takes money. About 250 a day. They can tell you how cold the trail actually is. Solving could cost a lot of money.

New techniques in data mining of multiple record bases and combining that info (parking, petty crime, etc..) with AI
with profiles can zero in on potentials. The thing is so much is not compiled in front of one intelligence. When all the knowable patterns and facts are analysable, generally a finger points. As Holmes used to say, you follow from inescapable conclusion, not matter how improbable, to inescapable conclusion until the corpus becomes preponderant and demands action.
