You are seeing the results of massive blind investment in S&P index funds over the past ~10 years...most of the stocks in these funds were bid up to unrealistic levels in terms of PEG or other rational valuations (a simple indication of this is the market increase for stocks just going into the S&P...sometimes nearly 10% in one day). The market is now realizing real value is to be found not in index funds or their component stocks, but in the mostly undervalued stocks that have been left out of the action thus far. Value is there but it ain't in the big index funds...

I think the rise in small-caps is deceptive. What is happening is that a few of the internet and tech companies start off as small caps, and then the mania carries them ever higher and higher, taking the index higher with it and making it appear as if the small-caps are doing well.
