Here is an excerpt from BBRS reiteration of their buy rating on DRIV and why the stock is down:

INVESTMENT IMPACT:
We believe that Digital River has moved sideways recently due to the uncertainty regarding the level of investment that the company would make in E-Business Services. We believe that the stock could begin to work over the next few weeks as investors recognize the revenue upside that could be generated by this increased investment. We also believe that Digital River?s stock price can move higher based on the company?s valuation
relative to others in its comp group:
(1) Digital River?s market cap is $662 million, a discount of over 75% to Ask Jeeves, InfoSpace and LookSmart.
(2) We expect Digital River to deliver significantly higher revenue than Ask Jeeves, InfoSpace and LookSmart in 2000.
(3) On a 2000 Market Cap/Revenue valuation, LookSmart & Ask Jeeves are trading 8x and InfoSpace 44x greater than Digital River.

We believe that this gap will close over time. In our view, investors will likely reward Digital River for its current business momentum and the expected growth of E-Business Services. Our investment rating on Digital River shares is a buy.
