Here they come again!!!: Justice Dept. eyes eBay Online auctioneer under scrutiny for blocking 'shopping bots' February 04, 2000: 8:12 a.m. ET NEW YORK (Reuters) - The U.S. Justice Department is examining online auctioneer eBay Inc.'s efforts to limit software probes of its Web site by other Internet companies, often for comparison shopping, according to a report Friday. The probe centers around the burgeoning use of "shopping bots" and "crawlers" used to comb the Internet to find the lowest price for a product, the Wall Street Journal said. The software is widely used by comparison-shopping Web sites or search engines to index content available on sites across the Web or gather information on the competition, the Journal said. The programs can be benign, intrusive, or even destructive. eBay (EBAY: Research, Estimates) has blocked access to its Web site by some of these software programs. The Justice Department is studying whether that constitutes an anti-competitive practice. The preliminary investigation by the department's antitrust division still is in an early stage and there is no indication it will result in legal action against the company, the paper said. However, the agency has met with two smaller auction sites AuctionWatch.com Inc. and Bidder's Edge Inc. In December, San Jose, California based eBay filed a lawsuit against Bidder's Edge, accusing the smaller firm of trespassing on its computers and alleging unfair business practices, the newspaper said.
