WASHINGTON -- Iraq has been able to supplement a U.N.-approved oil sales program with a contraband scheme that averages 100,000 barrels a day, according to the State Department.
Spokesman James Foley discussed the operation Thursday after the Navy detained a Russian oil tanker in the Persian Gulf on suspicion that it was smuggling Iraqi oil in violation of U.N. Security Council economic sanctions.

On Friday, Russian Foreign Minister reacted angrily to the seizure and said the ship should be released immediately.
