Yes, it's the health insurance carriers of course. Life insurance is a whole different story. Never buy Whole Life; always buy the minimum Term Life policy you can live with.

Health insurance carriers save money if patients with serious illnesses die quickly. Life insurance carriers loose save money if patients lives can be extended. Partially anyway since some policies have various types of premium waivers that may be triggered by life threatening disease. I believe most modern life policies also have clauses that allow payout in whole or in part in case of certain diagnoses. This would tend to reduce their bias, but it doesn't eliminate it.
