It wasn't just eQ-COM I was thinking of. The stuff I was remembering was referenced as follows in an eQ-COM blurb, though I never found the original press release:

"In November 1999, QUALCOMM acquired certain assets of Simac Mobile Solutions bv, located in both the United Kingdom and Netherlands. The acquisition included Simac's workforce, certain intellectual properties, and fleet management hardware and software products designed for vehicle applications and mobile workers where real-time communication between the field and home base is required."
