Next Generation Telecommunications Provider Expects to
Enter Eight New East Coast Markets by June 2000

Redback Networks, Inc., (NASDAQ: RBAK) today announced that Picus Communications, a next-generation telecommunications provider of converged data and voice, is deploying digital subscriber line (DSL) services using Redback's Subscriber Management System (SMS) platform.

Picus is using the SMS for its broadband deployment throughout Virginia. The company plans on expanding its array of communications services, including voice over DSL, unified messaging, and virtual private networks, into eight new markets by June 2000.

The Redback SMS will enable Picus to meet strong demand in the East for high-speed access services and ensures improved Quality of Service to Picus' base of business and residential customers.

"We view DSL not as an end but as a means to provide multiple services over one copper connection," said Thomas Flake, executive vice president of business development at Picus. "We will rapidly expand our services in eight new markets in the next few months. As we evaluate our existing and planned value-added services, we recognize the value of the Redback platform in allowing us to quickly and easily expand those service offerings without having to significantly modify our existing infrastructure."
