Subject: Global Center IPO

Sir,

I would like to take this opportunity to encourage Global Crossing to include GBLX shareholders in the tracking stock IPO of Global Center. If GBLX merely sells 10% to 20% to the public and retains 80% of the stock, then I can promise you that Wall Street will not fully recognize the value of Global Center in GBLX stock. The only way to insure that GBLX common stock unlocks the value of Global Center is to announce that the common shareholders on record of a certain date will receive some shares of Global Center.

I know you cannot reveal anything about the plan, but please relay our concerns to those who make the decisions.
