I think Mr. Fun has claimed a few times that LU pays no royalties to QCOM on infra sales (i.e., royalty-free license). I don't know about MOT for infra, but I don't think anyone claims MOT pays no royalties on handsets or ASICs. Claim of no royalties pertains to infra only, from what I have seen.
