You may be right, certainly the most viable counterweight to Saddam is Egypt, with the exception of Israel itself. The problem is that without our assurances, there is no way that Israel would have stayed out of things to buttress its perceived interests (mainly against Saddam), and there was a fear that uncontainable tensions would arise should that occur. For example, despite Iraqi rivalry with Syria, would the Syrians have come in on the side of Saddam to foil a "pro- American" front? Would Saudi Arabia and Egypt remain stable if it looked like they were cooperating with Israel? etcetcetc......
