When I say if "we" took a back seat, I was including Israel. Egypt, Jordan, and Syria are very similar cultures with diversity of everything from very westernized to ancient and fundamental niches. They have enough in common to work together against the cowboy Saddam. Jordan is also respected by both Egypt and Syria in this arena. So you can let them take the fore of the negotiations. Jordan isn't going to let its position as a harmonizer between Israel and Palestine be put in jeapardy; especially now that junior is still trying to establish credibility as new King. The US has good relations with all these countries so I expect they would be well supplied to "actively negotiate" with Saddam. Well, add the Saudi Arabians to this mix as well and the Quatis and possibly the Turks not to mention the loaner Iran. When you have all of these banded together in a cause, the (non-regime) people inside Iraq would also be obliged to revolt. It would work but like I said before; when its over you have a superpower of some magnitude to deal with.
