But, if they take the ticket, then PCLN is misrepresenting their top line. Right?

If by "top line" you mean revenue, then no. If they book the ticket as bought by them and then resold by them then the full price at which they sell the ticket would be Revenue and the price they paid for it would be Costs of Goods Sold.

Please, don't take me as a PCLN bull or apologist. I'm not.
