Government computer literacy --- D Minus

Some governmental agencies allow access to GIS enabled property tax data bases. Some also allow building permits and applications to be printed off the net. I've been searching for some time for a fully integrated local government package built around Novell technology without much success. This should be possible.

The obstacle is the lack of expertise of local government officials and the lack of off the shelf models. On the local level you get "experts" whose claim to fame is that they know how to use their PCs therefore can make decisions about everything from system OS to database to network OS. It's democratic rule I guess. I sure wouldn't want to have a medical operation the way local governments manage their technology.

Novell ought to take its digitalme technology and apply it to local government --- create an entire package from permits/id cards, to Oracle web enabled property databases, to web sites. This could be done with a government systems integrator and Novell's small business sytems group.

Waiting for the local governments to take the lead is waiting forever. The expertise isn't there. You have to create the model and do a demonstration project and then publicize the results.
