sheesh Robert. First, God is not limited, so resources are not an issue. Second, Angels do not have free will (in spite of what you see on tv). Third, God can do what ever God wills but there is order to how things work and in this case, it is quite well documented. Preprogramming is part of Gods method as I understand it BTW.

<<What would happen if the angels went on strike for more free will in Heaven, and shorter hours? None of the fetuses would get their souls!>>

You really watch too much tv. This would make a cute episode on a series though. It would be interesting to poll viewers after they saw it. I bet many would say "yeah that makes sense that Angels are guadians of souls." Somebody tells you its in Gods scripture and everybody is a skeptic. See it on some pop tv series and everybody has buy in. Interesting times we are living in, wouldn't you say. The media is the message and the messenger. Dangerously over rated if you ask me.

LOL! I can see great possibilities for a TV episode:

(NEWSFLASH!!)

Today, the Intergalactic Brotherhood of Angels, Local 1, announced a strike deadline over work rules. A spokesman complained, "We demand more free will and flexibility in our job classifications."

The Demons Union also announced that they are staging a sympathy walkout in solidarity. The Devil released a statement in response, "Hell is not a Right to Work State. If they don't get back on the job, things are going to get really hot around here!"
