call up 'command prompt', then type: tracert talk.techstocks.com

you get a list of all the routers between you and SI then, with response times. if it says 'request timed out' anywhere along the way, there's a problem with a router. also response times much bigger than say 400ms indicate a congestion. if you have a back-up ISP you can try going through that one if there's a problem. usually different ISP's send you through different routers...
