It means that Christ "dispensed" the Mystery of Grace to Paul. It is a new covenant for us to live under whereby we do not work for gold in Heaven. It is free for the taking without conditions. You see, you have been putting "conditions" upon yourself and others. It is by faith that you are saved and God keeps us by grace through faith alone.
