Maybe you need you ask your question on the CSCO thread. I don't follow CSCO per se. I just gave info from the call notes that I received. Whoever first mentioned the $14 billion or $15 billion amount on this thread (it wasn't me) might be able to provide some more substantiation.

I looked at the recent balance sheet..

cisco.com

CSCO holds
$4B in cash
$1.7B in recievables
$10B in investements

I think what's important is that the investments are stated at CSCO cost not at current market price. So this $10B is cash that Cisco has put to work which in fact could be worth more if they sold some of these investments. However a more typical event is a spin-in.
