You are wrong. As tech improves, heck POS3 already has the data sorted anyway, it will make it worthwhile to smack people for a year's worth of sales. As long as it can get simple enough and the penalties set high enough.

Illinois already did this to the North Carolina furniture outlets way back in the late 80's before computers. Guess how those people felt when they got an unexpected use tax bill on 40 grand worth of furniture. -g-
